The first professional construction machinery appraiser team in our province will be certified to work.

"A professional evaluation team and a set of special evaluation processes are the 'credit guarantee' for the remanufacturing export of construction machinery in our province." Yuan Zhen, secretary general of the Hunan Construction Machinery Remanufacturing Equipment Export Industry Alliance, said that the first batch of 66 trainees participated in the training, and the number of trainees who can successfully obtain the certificate as an appraiser is expected to be less than 50%, "strict standards can ensure professionalism and authority." ”

The market demand is large, and the appraiser team is "left behind"

After decades of rapid development, China's construction machinery industry has a market of more than 10 million units. In recent years, the domestic market for new machines has been weak, but remanufacturing equipment (second-hand equipment) continues to be popular in overseas markets.

As a major province in the construction machinery industry, our province has a strong interest in mining the value of remanufacturing equipment and seizing overseas markets.

In 2023, the export of Changsha construction machinery remanufacturing equipment will reach 2.4 billion yuan. Among them, the appraiser, as a third-party professional and technical personnel, is the "gatekeeper" of the testing standards of remanufacturing equipment, which is very important in the transaction process.

However, in the face of huge market demand for the export of construction machinery remanufacturing equipment, the team of professional appraisers in our province "can't keep up".

Appraisers who have not been formally trained and accredited have uneven levels and are often "blind" by experience and sensory assessments; even artificially adjust the factory life and mileage of the equipment, "indiscriminately filling the number"; There are also "stealing beams and changing columns", and the equipment that customers fancy is not consistent...... This greatly reduces the reputation of remanufacturing equipment "going to sea".

Since last year, led by the Changsha Construction Machinery Industry Association and the Hunan Construction Machinery Remanufacturing Equipment Export Industry Alliance, a special team of construction machinery appraisers has been set up. What are the practice requirements for appraisers? What are the evaluation criteria? How do you ensure that the results of your assessment are fair and equitable...... Changsha began to test the waters.

The registration conditions are strict, and the training materials have been changed three times

On August 2, the first batch of 66 trainees from all over the country gathered in Changsha, most of whom were construction machinery R&D personnel, after-sales engineers and foreign trade personnel.

"Understand the market does not necessarily understand the equipment, and the hydraulic equipment does not necessarily understand the engine. From the appearance of the equipment to the core components, it is necessary to train systematically. Yuan Zhen said that the registration conditions are strict, and the primary training requires "more than 8 years of continuous engagement in the construction machinery industry".

Choosing who to train is a challenge, and those with practical experience are not necessarily able to impart the theory. In the end, Trinity College was chosen, which is backed by Sany Heavy Industry and takes into account both theory and practice.

The training materials were also not satisfactory. "The trainees have been rooted in the industry for many years and are not 'novices'. Teaching materials should not be too simple, and theories should not be too deep, and practical operations and practical links should be added. Chen Kang, deputy secretary-general of the Hunan Provincial Construction Machinery Remanufacturing Equipment Export Industry Alliance, said that the training materials took a year to change their drafts before they took shape.

Before the training, a preliminary examination was also organized. "Don't worry, let's take a look at the situation of the students first, and preliminarily judge whether the teaching materials are appropriate." Chen Kang introduced that crossing the river by feeling the stones, every link should be pragmatic and effective.

In the practical session of the students, Sany Heavy Industry displayed more than 10 common excavator models. Many students are "veterans", ignition, listening to the sound of the engine, and watching the exhaust smoke; Get on the machine, test the hydraulic pump, and see if the excavator is slow...... There are 37 evaluations of the equipment involved in an excavator.

"In the past, I relied on experience to do my own evaluation, but the model changes quickly and the technology updates quickly, and the experience cannot keep up with the changes in the industry. This training system is worth the trip. Ou Siyuan, who has been engaged in excavator sales for 15 years, said.

According to reports, half of the first batch of trainees is expected to "return home". "This is not a bad thing, and a high-standard team can better promote the development of the industry." Chen Kang said.

Set standards for the industry, and "Made in Changsha" accelerates going to sea

The setting of evaluation standards for construction machinery remanufacturing equipment is a multi-party game process.

Equipment manufacturing enterprises hope to have strict standards, and they must check the quality of products and enterprises; Foreign trade enterprises hope that the standards are diversified, after all, the market is there, and the customer's requirements for equipment are multi-level.

Finally, the scheme agreed by many parties is: 4 grades of equipment quality from A to D. Class A equipment is in very good condition in all respects and is close to the level of new equipment. Class A and Class B can apply for the certification mark of Hunan Provincial Construction Machinery Remanufacturing Equipment.

"It can be said that the certification mark is the quality assurance certificate of Hunan remanufacturing equipment." Yuan Zhen, secretary general of the Hunan Construction Machinery Remanufacturing Equipment Export Industry Alliance, said.

At present, the evaluation standards for five categories of remanufacturing equipment have been refined: excavators, truck cranes, concrete pump trucks, concrete mixer trucks, and loaders. Most of these five categories are equipment with large export volume and high unit value. For example, excavators account for about 40% of the equipment in stock, and overseas demand is strong; Pump truck and crane equipment may reach 1 million yuan.

"From expanding domestic demand to building a higher-level open economy, there is an urgent need for standards to lead. The evaluation standard of construction machinery remanufacturing equipment will smooth the passage of Changsha's manufacturing industry to the sea and run out of acceleration. Yuan Zhen introduced, has issued the "export construction machinery remanufacturing equipment evaluation of the general principles", "export remanufacturing excavator quality and value assessment" and other 8 group standards, in the first half of this year new project 3 Hunan local standards, and will promote the upgrade to industry standards, national standards.

In addition, the online platform for testing and evaluation of the Remanufacturing Equipment Alliance has also entered the internal testing stage and is expected to be launched at the end of August. Buyers and sellers can submit testing applications on the platform, and they can also "see" the status of the equipment at a glance from thousands of mountains and rivers.

If there is any objection to the assessment result, it may apply for a review by the Assessment and Accreditation Committee composed of industry experts. Yuan Zhen said: "Most of the invited experts are 'industry leaders', who are authoritative in the industry and have rich theoretical and practical experience to ensure the fairness of the evaluation results." ”
