On January 21st, the local standard review meetings for the "General Rules for the Evaluation of Second hand Equipment for Export Engineering Machinery" and the "Service Specification for the Evaluation of Second hand Equipment for Export Engineering Machinery" were successfully held in Hainan Province and Hunan Province. The two local standards were jointly prepared by the Changsha Construction Machinery Industry Association and multiple units. The meeting was chaired by Zhou Yun, Director of the Standardization Department of the Hunan Provincial Administration for Market Regulation. Xiao Ping, a second level researcher from the Equipment Industry and Technology Department of the Hainan Provincial Department of Industry and Information Technology (attending online), Chen Shifan, a second level researcher from the Standardization Department of the Hainan Provincial Administration for Market Regulation (attending online), Li Rui, Deputy Director of the Science and Technology Department of the Hunan Provincial Department of Industry and Information Technology, Duan Xiangyang, Deputy Director of the Standardization Department of the Hunan Provincial Administration for Market Regulation, Yuan Zhen, Secretary General of the Association, relevant industry experts, and members of the drafting group attended the meeting.

　　The meeting elected Mao Fang from Hunan Institute of Quality and Standardization as the leader of the evaluation expert group for the "General Rules for the Evaluation of Second hand Equipment for Export Engineering Machinery", and Liu Hongyang, a senior engineer from China Railway Construction Corporation, as the leader of the evaluation expert group for the "Service Specification for the Evaluation of Second hand Equipment for Export Engineering Machinery". Two groups of experts and representatives carefully listened to the detailed introduction of the standard text preparation process by the drafting group, and conducted in-depth discussions on each item and paragraph. They unanimously agreed that the two standards passed the review and suggested that the drafting group make necessary modifications and improvements based on the review opinions to form an approved draft. Subsequently, it will be submitted to the Hainan Provincial Market Supervision Administration and the Hunan Provincial Market Supervision Administration for approval and publication.

At the same time, it also faces multiple obstacles such as technical barriers and trade barriers.

　　As one of the important achievements of the cooperation between Hunan and Hainan provinces, the two local standards will provide important standard and normative support for the joint construction of the Xiangqiong advanced manufacturing industrial park, better promoting the export of engineering machinery remanufacturing (second-hand) equipment, and helping Hunan to go global and Hainan to shine. The General Principles for the Evaluation of Second hand Equipment for Export Engineering Machinery aim to establish a scientific, unified, and operable evaluation system, providing accurate and reliable basis for the value evaluation of second-hand equipment for engineering machinery; The "Specification for Evaluation Services of Second hand Equipment for Export Engineering Machinery" aims to standardize the evaluation service process, improve service quality, safeguard consumer rights and interests, and promote fair competition in the industry. In the future, with the formal implementation of these two standards, it will greatly enhance the competitiveness of second-hand engineering machinery equipment in the international market, and promote the industry to develop towards a healthier and more sustainable direction.
