Draft Membership Fee Standards and Financial Management Measures

According to the Notice on Adjusting Social Group Membership Fee Policies and Other Related Issues issued by the Ministry of Civil Affairs and the Ministry of Finance (Minfa [2003] No. 95) and the Notice on Further Clarifying Social Group Membership Fee Policies (Minfa [2006] No. 123), and referring to industry membership fee collection standards, this association has formulated membership fee collection standards and financial management measures.

1、 Membership fee standard

1. The rotating president unit costs 50000 yuan/year

2. Vice President Unit 20000 yuan/year

3. Chairman of the Board of Supervisors, Vice Chairman of the Board of Supervisors, Supervisors, and Board of Directors: 5000 yuan/year

4. Member units: 2000 yuan/year

Advance payment of membership fees while applying for membership; After being approved to join the Changsha Construction Machinery Industry Association according to its articles of association, a social organization membership fee receipt printed (supervised) by the finance department shall be issued.

If the membership is not approved, the prepaid membership fee will be refunded without interest; Those who withdraw from the association during the session will not have their membership fees refunded.

2、 Membership fees and financial management

（1） Scope of membership fee usage

1. Expenses for holding meetings or events;

2. Office expenses and travel expenses;

3. Publication fees and expenses for self media such as hosting websites and WeChat;

4. Reward advanced individuals;

5. Organize social welfare activities;

6. Pay membership fees to other social organizations;

7. Staff salaries and benefits;

8. Necessary expenses for carrying out other activities.

（2） Financial Management Regulations

1. The financial work of our association complies with the provisions of national laws, regulations, and articles of association, and implements the Accounting System for Non profit Organizations formulated by the Ministry of Finance. The membership fees collected are mainly used to provide services to members.

2. Financial accounts shall be established for all income and expenses of the association, with unified income and expenditure and independent accounting. All expenses shall be based on the principle of diligence, thrift, and thrift, and all daily expenses shall be approved by the Secretary General.

3. The income and expenditure of this association's funds shall be regularly reported to the general assembly, council, and supervisory board, and shall be subject to audit and supervision by the general assembly, council, supervisory board, and registration management authority.

3、 Effectiveness and Filing

According to the regulations of the articles of association, any member who fails to pay membership fees for two years without reason will be automatically dismissed.

2. These measures shall come into effect after being reviewed and approved by the general meeting of members and submitted to the registration management authority for approval.
